Funding for investment measures in child daycare - applying for financial assistance

As part of the Act on the Promotion of Investment Measures in Child Daycare, the state is providing up to 105 million euros in one-off funding for investment measures to create additional childcare places for children from birth to school entry.

The amount of funding depends on the number of newly created or retained childcare places in daycare centres or childminders. A further criterion is whether the places are for children under the age of three or for children from the age of three until they start school. Funding is provided in the form of a fixed amount.

The financial assistance can be received by

  • Municipalities, special-purpose associations and public youth welfare organisations
  • Independent youth welfare organisations within the meaning of Section 75 SGB VIII
  • Child day carers with a child day care licence in accordance with Section 43 SGB VIII
  • Companies and other providers of investment measures (in priority cases)
  • other providers of child day care centres and child day care facilities (in subordinate cases).

Prerequisite

Priority will be given to investments in additional childcare places for children from birth to school entry in daycare centres and childminders if

  • they are eligible for funding under the federal investment programme "Childcare Funding" 2020-2021 and the related administrative regulation issued by the Ministry of Education and Cultural Affairs on the implementation of the federal investment programme "Childcare Funding" 2020-2021 (VwV Investitionen Kinderbetreuung 2020 - 2021)
  • they werestarted in the period from 1 January 2020 to 31 December 2022 and completed by 31 December 2023
  • an application for them has been submittedin due form under the "Childcare Funding" 2020-2021 investment programme in accordance with the VwV Investitionen Kinderbetreuung 2020-2021 by 31 March 2021
  • no funds were available for them from the federal investment programme "Childcare Funding" 2020-2021.

Within the framework of any remaining funds available, further investments that are eligible for funding under the VwV Investitionen Kinderbetreuung 2020-2021 without taking into account the deadlines provided for in the VwV Investitionen Kinderbetreuung 2020-2021 can be funded on a subordinate basis if

  • they were or will bestarted in the period from 1 January 2020 to 1 September 2024
  • they are completed by 30 August 2026,
  • no funds have been approvedfor them under the federal investment programme "Childcare Funding" 2020-2021.

Procedure

As the organiser of the investment measure, you must apply for funding from the responsible regional council.

You will receive notification of the approval or rejection of the funding.

The regional council will disburse the financial aid at the earliest after the approval has become final, if the requirements specified in this approval have been met and the funds are available for disbursement. 10% of the approved grants will only be paid out after proof of utilisation has been submitted.

You must prove to the regional council that the financial aid has been used for the intended purpose.

Childminders who look after children in their own home can also submit their application via the childminders' associations. The applications are then forwarded to the regional councils via the youth welfare offices.

Deadlines

Applications for funding can be submitted to the responsible regional council until 31 July 2024.
